Program Description
In November 2024, Missouri voters will select leaders to send to Congress, five of six statewide Executive offices, half the State Senate (17 seats -- the odd numbered districts), and the entire State House (163 seats) while also voting on six statewide ballot initiatives. These decisions shape the landscape in which you will do your work.
One week after the General Election, join our MO Public Policy & Advocacy Funder Network for a special funder-only briefing on Missouri election results. Guest speakers from Missouri Foundation for Health and Winton Policy Group will shed light on what election outcomes mean for Missouri philanthropic work with special insights on what to expect in the upcoming state budget process.

Jennifer Carter Dochler, Director of Government Affairs, Missouri Foundation for HealthWith a background in advocacy and social work, Jennifer is passionate about public policy and systems change. After more than 19 years at the Missouri Coalition Against Domestic and Sexual Violence (including 7 sessions as Public Policy Director), Jennifer became the Director of Government Affairs at Missouri Foundation for Health in November 2022. At MFH, she spearheads local, state, and federal government relations.
Jennifer earned a degree in in social work from the University of Texas in Austin and her Master of Social Work from University of Missouri-Columbia. She lives in rural Boone County with her husband, three dogs, and one cat. View complete bio here.
David Winton, Founder & President, Winton Policy GroupWith more than 30 years experience in the Missouri Capitol, David is a trusted policy resource for members of the executive and legislative branches. His work in the Capitol began in 1992 as Government Affairs Director for the Jewish Federation of St. Louis and continues through his firm, Winton Policy Group. Since 1994, David has represented an array of clients and issues and developed particular expertise in human service policy and the appropriations process.
David earned a degree in Economics and a Master's in Public Administration and Public Policy from the University of Florida at Gainesville. He lives in Columbia with his wife, Beth, where they raised two sons, Jacob and Noah. View complete bio here.

What is the MO Public Policy & Advocacy Funder Network?
As a membership organization, Philanthropy Missouri (PhilMO) recognizes the value of providing customized offerings for smaller groups of funders — or Networks — within and beyond the PhilMO membership. Networks meet at least twice a year and over multiple years; usually a Network receives sponsorship to support speakers, staff time, etc.
The MO Public Policy & Advocacy Funder Network is a table for grantmakers with an active interest in how public policy and advocacy can advance a more equitable, thriving Missouri. Participants include PhilMO Members and non-Member funders who invest in Missouri. The Network’s Learning & Action model allows for all participants to learn while opting in or out of action efforts based on interest, capacity, and/or structure.
